INVITATION TO BIDS
URBAN COUNTY COMMUNITY DEVELOPMENT PROJECT
SEALED BIDS shall be received at the Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009 until 4:30 P.M., Monday, April 29, 2019 for providing all labor and material for the following projects:
- Bid: CD-173700: New Brighton ADA Curbs, Borough of New Brighton
- Bid: CD-180300: Baden Berry Street Waterline, Borough of Baden
- Bid: CD-180500: Mount Washington Paving, City of Beaver Falls
Bid documents for these project may be obtained online via the Widmer Engineering Inc. website, widmerengineering.com. If you have any questions regarding the plans and specifications form these projects, you can contact Dan Sell, P.E., and Project Manager at their office at (724) 847-1696.
Deposit and refund policy will be determined by the Engineer.
Bids will be publicly opened and read at a regularly scheduled Bid Opening Meeting at the Commissioners Conference Room, Beaver County Courthouse, Beaver, PA at 9:00 A.M., Tuesday, April 30th, 2019.
Bids must be submitted on prescribed forms, complete with instructions provided herewith. Bid proposal must be accompanied by a Bid Security, as a Certified or Cashier’s Check, or original Corporate Surety Bid Bond with original Power of Attorney, in the amount of 10% of the Bid Proposal, made in favor of the County of Beaver, Pennsylvania. Facsimiles will not be accepted. MBE, WBE and Section 3 businesses are encouraged to apply.
Standard contract provisions of the Department of HUD Act of 1968 as amended and US Department of Labor for CDBG apply to this project, including Federal Prevailing Wage Rates, Civil Rights, EEO, Federal Public Works, Affirmative Action, Section 3 Requirements, and Section 504 of the Rehabilitation Act of 1973, EO 11246, 11625 together with all Standard Provisions of the CDBG Programs.
The County of Beaver, Pennsylvania reserves the right to reject any or all proposals, to waive informalities, and to award contracts in its best interest.

It is the contractor’s responsibility to check their email addresses at appropriate intervals. Any questions regarding the project must be sent via email to firstname.lastname@example.org. All questions and answers will be posted to the bid advertisement page. Questions will not be answered via phone calls during bid stage. Upon completion of each field, double check your information then click “SUBMIT” and you will be directed to the download page. Incorrect or incomplete information could disqualify your bid.
