Baden Borough Public Library Roof Replacement Project

ADVERTISEMENT FOR BIDS

The Borough of Baden, Beaver County, Pennsylvania will accept sealed bids at the Office of the Borough Secretary, 149 State Street, Baden, Pennsylvania, 15005 until 3:00 P.M., on October 2nd, 2017 for the Baden Borough Public Library Roof Replacement Project at which time the bids will be publicly opened and read aloud.

This project consists of a Base Bid involving the replacement of the existing roof system for the Baden Borough Public Library.

Invitation, preparation, submittal, bidding requirements, all materials furnished and all work shall conform to specifications in the contract documents and plans.

Bidding documents, technical specifications and contract drawings shall be available only via download commencing September 11th, 2017 from the Widmer Engineering Inc. website at: www.widmerengineering.com under “Bids”.

Each proposal must be accompanied by a certified check, bank check, money order or bidder surety bond in the amount specified in instructions to bidders as a guarantee that if the proposal is accepted, a contract will be entered into and its performance properly secured.

The minimum wage rates for each craft or classification of all workmen needed to perform this contract during the anticipated term hereof shall be governed by the Pennsylvania State Prevailing Wage Rates.

The Borough of Baden reserves the right to waive any informalities or to reject any or all bids, and to award the contract to the best interest of the Borough.

Q & A

Question 1. 

In the specs it calls for both flat and tapered Insulation. Looking at the roof there are both drains and gutter on the building. Are you looking for a complete tapered system to get  the water to the drains and not the gutter? Also Is there a tapered slope that you would prefer on this? Or are you looking for a flat layer of 3 1/2″ Insulation with a coverboard on top of it?

 Also, just FYI. We cut the roof to see what was on it. There are two roofing systems on this roof. The First layer is a Built Up Tar Roof Followed by a 1/2″ Fiberboard, then the Rubber membrane on that. We sealed the roof back up but it might be good to let the others know that there are two roofs being the tear off will be a little more labor intensive. 

Answer 1. 

The specification allows for flat and/or tapered insulation with cover board. A drainage design shall be developed and submitted, to the engineer for approval, by the contractor that provides positive drainage to existing drains and gutter.
