Beaver County Airport: Rehabilitate North Apron



The Beaver County Airport Authority requests sealed bids for the providing of all material and labor required for the completion of the project known as:

Beaver County Airport: Rehabilitate North Apron

Bids shall be received at the office of the Airport Director, Terminal Building, Beaver County Airport, 15 Piper Street, Beaver Falls, PA 15010, until 10:00 AM EST, Friday, March 16, 2018. Bids so received shall be opened and read aloud in the Terminal Building Conference Area immediately thereafter. Bids are to include the furnishing of all material and performance of labor as required by the Contract Documents, all in accordance with the plans and specifications prepared by Widmer Engineering Inc. and submitted in accordance with the Instructions to Bidders.  No Bid or any portion thereof may be withdrawn after the date and time specified above for the receipt of bids and during the ensuing thirty (30) days thereafter.

A mandatory Pre-Bid meeting shall be held at 10:00 AM EST, Friday, March 9, 2018 in the Terminal Building Conference Area.

Bids shall be submitted as one original document, three document photocopies and one electronic document on a flash drive. Bidding documents, technical specifications and contract drawings are available only via download from the Widmer Engineering Inc. website at: under “Bids”.

Bids must be submitted on the prescribed forms furnished with the Bidding Documents. Each Bid must be accompanied by a Bid Security in the form of a certified check, cashier’s check, or original corporate surety Bid Bond with original power of attorney, in the amount of ten percent (10%) of the Base Bid, made in favor of “The Beaver County Airport Authority”. No Bid will be considered unless it is so guaranteed. Facsimiles and copies shall not be accepted, and shall provide cause for the Bid to be rejected.

The attention of Bidders is called to all Federal, State and County equal opportunity requirements, which are applicable under this Contract as well as the provisions of the Davis-Bacon Federal Wage Decision. All bids shall be submitted in accordance with these requirements.

The Beaver County Airport Authority reserves the right to reject any or all Bids and to waive any irregularities and/or informalities in the Bids or bidding.

Question –  Can you tell me if this Project includes P-608 (Emulsified Asphalt Seal Coating) please?

Response – Add Bid #2 includes Item P-630: Refined Coal Tar Emulsion for Slurry Coat.

Question – Is a low profile barricade an acceptable alternative to the bucket barricade outlined in the plan?

Response – In accordance with AC 150/5270-2G Operation Safety on Airports during Construction, “low profile barricades, including traffic cones (weighted or sturdily attached to the surface) are acceptable methods used to identify  and define the limits of construction and hazardous areas on airports.”
