ADVERTISEMENT FOR BIDS
PARKING LOT PARK PAVING PROJECT
Sealed proposals for the Beaver County Parking Lot Paving Project Contract shall be received by the Beaver County Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009, until 4:30 PM prevailing time March 22, 2021 for furnishing labor, materials, and performing all work as set forth in the advertisement, general conditions, special provisions, and technical specifications. Bids shall be publicly opened and read aloud at or about 9:00 AM in the Commissioners Public Meeting Room on March 23, 2021.
A mandatory meeting is scheduled (MUST BE ATTENDED BY PRIME BIDDER) on March 4 , 2021 at 9:00 AM outside the Public Works Building, 469 Constitution Blvd, New Brighton, PA 15066. All sites will be visited at this time.
The work involves pavement rehabilitation, milling and paving of the specified parking lots. The millings shall be retained by the owner.
All work and specifications shall be in accordance with PENNDOT Publication 408 latest edition. All bidders must provide evidence of PENNDOT pre-qualification.
Bid documents and specifications are available only via download from the Widmer Engineering web site at: widmerengineering.com under bids. All questions concerning this solicitation must be sent via email to firstname.lastname@example.org no later than (5) five days prior to the due date.
Each proposal shall be accompanied by either a certified check or Surety Company bid bond in the amount of not less than ten (10%) of the contract amount. The same shall be made payable unto the Beaver County Board of Commissioners.
Bids, whether mailed or delivered in person, shall be sealed, and marked “Beaver County Parking Lot Paving Project”; and shall be addressed to: Beaver County Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009.
The County reserves the right to accept or reject individual Bids and to waive any irregularities and/or any informalities in the Bids or Bidding.

I was reviewing the specs for this project and two requirements stood out to me. Items 6 and 7 on pages 70/71 that I have copied below. Are these true deal breaking requirements? I know sometimes there is information put in specs that may not be relevant so I just wanted to confirm before passing on this project. Please confirm if our company must have #6 and #7 to be eligible to bid the project.
All items listed must be met since it pertains to a stabilization agreement required by the County.
