SEWAGE TREATMENT PLANT IMPROVEMENTS
Sealed proposals for the Donegal Township – Sewage Treatment Plant Improvements will be received by Donegal Township, 34 North Liberty Street, West Alexander, Pennsylvania, 15376, until 10:00 A.M. local prevailing time, on October 19, 2018 for furnishing labor, materials, and performing all work set forth in the advertisement, general conditions, drawings, and specifications.
The bids will be publicly opened and read aloud at the Donegal Township Municipal Building at 10:00 A.M. on October 19, 2018 and acted upon at a regularly scheduled meeting.
The work will consist of improvements to the influent pump station electrical system, improvements to the sewage treatment plant electrical controls, installation of various monitoring equipment at the sewage treatment plant and modification for an automatic bar screen.
Plans, specifications and bid documents are available at no cost via download from the Widmer Engineering Inc. website at https://widmerengineering.com under “Bids”. Proposals must be on the forms furnished by the Engineer. Each proposal shall be accompanied by security in the form of a certified check or bid bond payable to the order of the Donegal Township in the amount not less than ten percent (10%) of the total bid in accordance with provisions of the Contract Documents. Upon successful award of the contract to the lowest responsible bidder, a 100% performance bond, 100% payment bond, and 100% maintenance bond are required.
Bids, whether mailed or delivered in person, shall be sealed, and marked “Donegal Township – Sewage Treatment Plant Improvements” and addressed to Tammi Iams, Secretary, Donegal Township, 34 North Liberty Street, P.O. Box 310, West Alexander, Pennsylvania 15376.
The successful bidder must carry insurance with financially responsible insurance companies licensed in the Commonwealth of Pennsylvania and approved by Donegal Township and shall be kept in force until the successful bidder’s work is accepted by Donegal Township. Contracts of insurance which expire before Donegal Township accepts the successful bidder’s work shall be renewed and evidence of such renewal shall be submitted to Donegal Township for approval.
Pennsylvania Prevailing Wage Rates will apply to this project if the proposal price is in excess of $25,000.00.
Attention is directed to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents shall be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and that the Contractor (and any subcontractor) is obliged to make a “diligent effort” to achieve these ratios.
No bids shall be withdrawn for a period of sixty (60) days after the time set for the opening of bids.
Bids may be held by Donegal Township for a period of sixty days (60) days from the date of opening of bids for the purpose of reviewing bids and investigating the qualifications of bidders prior to awarding the Contract.
Donegal Township reserves the right to reject any part of or all proposals, or to waive any irregularity in the proposal when Donegal Township deems such action advantageous to Donegal Township.
