ADVERTISEMENT – NOTICE TO BIDDERS
FINLEYVILLE AIRPORT
FINLEYVILLE, WASHINGTON COUNTY, PENNSYLVANIA
Finleyville Airport, Inc. requests sealed bids for the providing of all material and labor required for the completion of the project known as:
Finleyville Airport: PROPOSED TAXIWAY REHABILITATION PROJECT
Bids shall be received at Widmer Engineering Inc., 806 Lincoln Place, Beaver Falls, PA 15010 until 2:00 PM local, May 25th, 2023. Bids so received shall be opened and read aloud immediately thereafter. Bids are to include the furnishing of all material and performance of labor as required by the Contract Documents, all in accordance with the plans and specifications prepared by Widmer Engineering Inc. and submitted in accordance with the Instructions to Bidders. This project requirements will be based on PennDOT Publication 408 unless otherwise noted. No Bid or any portion thereof may be withdrawn after the date and time specified above for the receipt of bids and during the ensuing thirty (30) days thereafter.
A Pre-Bid meeting shall be held at 1:00 PM local, May 18, 2023 in the Finleyville Airport Pilot’s Lounge.
Bids shall be submitted as one original document. Bidding documents, technical specifications and contract drawings are available only via download from the Widmer Engineering Inc. website at: widmerengineering.com under “Bids”. Requests for clarification during the bidding phase shall be forwarded by email to tsadaka@widmerengineering.com Responses shall be publicly displayed on the Widmer Engineering Inc. website. All requests for clarification must be received no later than three (3) business days prior to the anticipated date of receipt of Bids.
Bids must be submitted on the prescribed forms furnished with the Bidding Documents. Each Bid must be accompanied by a Bid Security in the form of a certified check, cashier’s check, or original corporate surety Bid Bond with original power of attorney, in the amount of ten percent (10%) of the Base Bid, made in favor of “Finleyville Airport, Inc.”. No Bid will be considered unless it is so guaranteed. Facsimiles and copies shall not be accepted, and shall provide cause for the Bid to be rejected.
The attention of Bidders is called to all Federal, State and County equal opportunity requirements, which are applicable under this Contract as well as the provisions of the Pennsylvania Prevailing Wage Determination. All bids shall be submitted in accordance with these requirements.
Finleyville Airport, Inc. (the Owner) reserves the right to reject any or all Bids received, to waive any informality or irregularity in any or all Bids received and to accept the Bid which, in the Owner’s judgment, is in the Owner’s best interests.

All addenda will be issued to the email addresses below. Delivery confirmation to the email address provided will constitute a receipt of the addenda by the contractor. It is the contractor’s responsibility to check their email addresses at appropriate intervals. Any questions regarding the project must be sent via email to beaverfalls@widmerengineering.com. All questions and answers will be posted to the bid advertisement page. Questions will not be answered via phone calls during bid stage. Upon completion of each field, double check your information then click “SUBMIT” and you will be directed to the download page. Incorrect or incomplete information could disqualify your bid.
