The Connellsville Redevelopment Authority – East Francis Avenue Tree Removal and Sidewalk Installation Project


The Redevelopment Authority of the City of Connellsville will receive bids for the East Francis Avenue Tree Removal and Sidewalk Installation Project until 4:00 p.m. prevailing time on Monday, December 16, 2019 at the office of the Redevelopment Authority, 124 West Crawford Avenue, Connellsville, Pennsylvania 15425.  At 6:00 P.M. prevailing time, all bids shall be publicly opened and read aloud at the Board Meeting.

The Project consists of:  removing existing trees/stumps and installing new sidewalks (replace existing were applicable) along both sides of East Francis Avenue from McCormick Avenue to the Connellsville City – Connellsville Township border.   

An alternate bid will contain the same scope of work, except salvaging several sections of existing sidewalk. 

Two other alternate bids contain full tree removal and sidewalk installation/replacement along either side of East Francis Avenue respectively.   

A pre-bid meeting is scheduled at the project site (intersection of McCormick and Francis) Monday, December 6, 2019 at 2:00 P.M.

The Issuing Office for the Bidding Documents is:  Widmer Engineering, Inc., 225 West Crawford Avenue, Connellsville, PA 15425 – Phone:  724-626-1909.  Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday thru Friday between the hours of 8:00 am – 12:00 pm and 1:00 pm – 4:00 pm.

Electronic PDF copies, suitable for printing of the Contract Documents may be viewed and downloaded at the Widmer Engineering, Inc. website – under the tab “Bids”.  Electronic PDF documents are available at no charge.  Hard copies will not be distributed.  Addenda, if any, will be issued to only those persons who are registered as having obtained Contract Documents.

A bid bond or other security in an amount equal to ten (10%) percent of the total bid shall be submitted with each bid.  Bidders must also submit with their bids the non-collusion affidavit, statement of bidders qualifications and DCED-CCD-268 MBE/WBE Section 3 Solicitation and Commitment Statement (the bidders must provide evidence of minority and women business enterprises who have been contacted and to whom commitments have been made – documentation of such solicitations and commitments shall be submitted concurrently with the bid) contained in the contract documents.

Certain Federal and State requirements govern work on the project including, but not limited to payment of prevailing wages (Davis Bacon), labor standards, non-discrimination in hiring and employment, PA Steel Procurement Act,  minority and women business enterprise utilization, Section 3, etc. all of which are more fully described in the contract documents.

The Connellsville Redevelopment Authority reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by the Authority for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
