PUBLIC NOTICE – REQUEST FOR DESIGN/BUILD SERVICES
ZELIENOPLE MUNICIPAL AIRPORT
CONSTRUCTION OF NEW FUEL FACILITY

Widmer Engineering Inc., acting at the request of the Zelienople Airport Authority and in conformance with Appendix D, Table D-1.c of Federal Aviation Administration Order 5100.38D, is seeking professional design/build services for the construction of a new above-ground aircraft fueling facility at the Zelienople Municipal Airport.
All qualified prospective Bidders shall be required to obtain a General Scope of Services for the project upon which to base their Technical Proposal. The Scoping Package and all associated documentation is available only via download from the Widmer Engineering Inc. website at: www.widmerengineers.com under “Bids”. During the preparation of the Technical Proposal, requests for clarification shall be forwarded by email to email@example.com. The responses shall be publicly displayed on the Widmer Engineering Inc. website. All requests for clarification must be received no later than five (5) business days prior to the anticipated date for delivery of Technical Proposals noted within this Public Notice.
The Technical Proposals submitted by the prospective Bidders shall be reviewed to determine adherence to the requirements and requests of the General Scope of Services. Review shall be based upon the Bidder’s technical approach; experience in airport fuel facility construction including design, purchase, delivery and assembly of all fuel facility components; key personnel qualifications & experience and geographic proximity to the project site. Upon completion of review, an Invitation to Bid shall be issued to all prospective Bidders who’s Technical Proposal is deemed acceptable. Bids shall not be accepted until the distribution of the Invitation to Bid.
The design/build schedule is anticipated to be as follows:
Submittal of Technical Proposals – January 25, 2018
Completion of Technical Proposal Review – February 1, 2018
Distribution of Invitations to Bid – February 5, 2018
Bids Submitted/Opened – February 20, 2018
Award Contract/Issue Notice to Proceed – March 6, 2018
Complete Construction/Final Inspection/Project Closeout – November 7, 2018
The attention of Bidders is called to all Federal and State equal opportunity requirements which shall be applicable under this Contract as well as the provisions of the Pennsylvania Prevailing Wage Determination that shall be applied to construction. All Bids shall be submitted in accordance with these requirements.
The Zelienople Airport Authority reserves the right to initiate additional services not noted should the project require their inclusion & sufficient funding be available and to reject any or all Bids that are seen to be inaccurate or incomplete.

It is the contractor’s responsibility to check their email addresses at appropriate intervals. Any questions regarding the project must be sent via email to firstname.lastname@example.org. All questions and answers will be posted to the bid advertisement page. Questions will not be answered via phone calls during bid stage.
