Emergency Services Proposed Building Addition

Sealed proposals for the Beaver County Emergency Services Proposed Building Addition.  Contract shall be received by the Beaver County Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009, until 4:30 PM prevailing time April 6, 2026, for furnishing labor, materials, and performing all work as set forth in the advertisement, general conditions, special provisions, and technical specifications.  Bids shall be publicly opened and read aloud at or about 9:00 AM in the Commissioners Public Meeting Room on April 7, 2026.

The project consists of construction to house the Emergency Services Proposed Building Addition.

Bid documents and specifications are available only via download from the Widmer Engineering web site at: widmerengineering.com under bids.  All questions concerning this solicitation must be sent via email to bcbuildingaddition@widmerengineering.com no later than (5) five business days prior to the due date.   Addenda, if any, will be issued to only those persons who are registered as having obtained contract documents.  Electronic PDF documents are available at no charge. Hard copies will not be distributed.

 Each proposal shall be accompanied by either a certified check or Surety Company bid bond in the amount of not less than ten (10%) of the contract amount.  The same shall be made payable to the Beaver County Board of Commissioners.

Bids, whether mailed or delivered in person, shall be sealed, and marked Beaver County Emergency Services Proposed Building Addition” and shall be addressed to: Beaver County Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009.

The County reserves the right to accept or reject individual Bids and to waive any irregularities and/or any informalities in the Bids or Bidding.

Q01: The TOC references another TOC for the technical specs but there doesn’t appear to be one in the package. Is there one or will one be issued?

A:   A Table of Content for the technical spec is attached. Added specs are included in this response.


Q02: Will there or can there be a virtual Teams/Zoom option for the public bid reading?

A:  Virtual public bid reading is not available.


Q03: There is no pre-bid meeting listed; will there be one or are bidders able to visit site on their own terms?

A:   You can visit the site on your own term.


Q04: Is there or is there going to be specs for the PEMB and struc. steel?

A:   Contractor can select a pre-engineered metal building compliant with 2018 IBC


Q05: Is there masonry on the project and/or is there be a spec for it?

A:   Masonry spec was added to the addendum.


Q06: I see there are some masonry walls called out on page 6 of the architectural drawings. It is unclear as to which walls these are in the floorplan. Could you clarify the wall types?

A:   The masonry wall is used in the shower area per the detail on the plan.


Q07: Metal shingles and standing seam are called out. Could you please clarify?

A:   Answer is addressed in addendum.


Q08: Is a finish schedule available for the spaces including floors, walls, and ceilings?

A:   Addressed in addendum


Q09: Is there a specification for the pre-engineered metal building?

A:   Contractor can select a pre-engineered metal building compliant with 2018 IBC.


Q10: Please advise if there will be a pre-bid for the Beaver Co. Emergency Services Building Addition project.

A:   A pre-bid meeting is not planned at this time.


Q11. Do you have the specs for the Metal Shingle Standing Seam roof? Do the PEMB vendors determine purlin spacing, etc? Drawings are showing R-38 roof; is an Energy Saver, banded liner system (sky-liner) with r-13 over the purlins and R-25 cavity fill with a black liner acceptable?

A: See Addendum No. 1 for roof specifications. Yes, PEMB vendors would provide adequate support for the roof. Yes, this is acceptable to use such a combination so long as the R-38 requirement is met.


Q12. Are there suggested trim details for the metal shingle roof or will PEMB manufacturer standard trims suffice?

A: See Addendum No. 1.


Q13. Should a dark finish wall panel be used to compliment the black insulation liner?

A: Colors are to be selected by owner.


Q14. Section B-B on sheet 18 of 19 indicates “steel trowel finish with 100% solids epoxy anti-slip high gloss finish sealant on floor typical” – is there a spec for the epoxy floor finish and what is the extent of it (what areas do or do not receive it)?

A: Specifications will be included in Addendum 2. Approved equivalents are acceptable.


Q15. Are there specs for toilet room accessories?

A: Specifications will be included in Addendum 2.


Q16. Are there specs for the lockers and benches?

A: Lockers and benches will not be part of this project.


Q17. Are there specs for the exterior windows?

A: Specifications will be included in Addendum 2.


Q18. Is there a spec for the trench drain? Can a section detail be provided for dimensions, slab and reinforcing details, etc?

A: Specifications will be included in Addendum 2. Approved equivalents are acceptable


Q19. Can a finish schedule be provided? What are the wall and floor finishes for the restrooms (and therefore janitors closet and locker room)? What smooth and nonabsorbent surface is required to a height of not less than 4 feet above the floor?

A: Addendum 1 contains a finish schedule.


Q20. Can you confirm the wall that separates occupancy S-1 and S-2 is full height? Can you provide an attachment detail to the roof/ceiling structure?

A: Wall must be full height. Detail will be included in addendum No. 2.


Q21. The wall that separates occupancy S-1 and S-2 is to receive (2) layers of 5/8” type x gwb on each side per the note on the Interior Wall Detail of sheet 19 of 19, will the doors in this wall require a higher fire rating?

A: The door separating these two spaces must have a two hour fire rating.


Q22. The Interior Wall Detail on sheet 19 of 19 indicates 6 ?” batt insulation is optional. Should any insulation be figured at any interior walls or ceilings?

A: Min R19 insulation is required for interior walls.


Q23. Can you confirm the shower wing walls are to be concrete block? Is a thickened slab required at these wall locations?

A: Yes, concrete block for shower wing walls. Thickened slab not required.


Q24. Are any spread footers or thickened slab areas required at the (5) interior 4” x 4” mezzanine steel support columns or the stair support columns?

A: No need for spread footers or thickened slab areas


Q25. Section “A-A” on sheet 17 of 19 does not appear to show the mezzanine steel support columns or the 2×12 beam assembly. Neither Does Section B-B. Is there a trim or bulkhead detail for the beam assembly? . Can we assume the underside of the mezzanine outside of the restrooms shall receive a ceiling comprised of (2) layers of gwb? The Column Detail – Corner on sheet 19 of 19 says to wrap the beams with metal trim to match interior wall panels, is this on three sides? Should this trim extend to cover the rim joist above? Yes.

A: Use provided details on plans and addendum No.1. assume the underside of the mezzanine outside of the restrooms shall receive a ceiling comprised of (2) layers of gwb. Per the addendum steel beams shall be painted. The trim should extend to cover the rim joist above.


Q26. Is the mezzanine railing to be permanently affixed? Is screwing to the plywood deck sufficient?

A: Railing to be permanently attached to steel framing. See Addendum No. 1.


Q27. What is the floor finish for the mezzanine?

A: See Addendum No. 1


Q28. Please have the engineer clarify if 9.5mm Wearing Course is acceptable, and what Skid Resistance Level (SRL) they want.

A: 9.5mm Wearing course is acceptable with SRL-H.


Q29. Are substitutions on the sectional doors allowed? Attached is the comparison between the specified doors and proposed substitution.

A: substitutions on the sectional doors are allowed and will be included in addendum No. 2.


Q30. Are there any Division 13 (PEMB) specs?

A: Bidder to provide PEMB specs meeting 2108 IBC and loading requirements.


Q31. The roof is called for a 26-gauge metal shingle roof. This is not a product any major PEMB manufacturer produces. Will you accept an alternate for a standing seam roof? If not, do you have panel data for the metal shingles so we can design our structure to properly support this panel?

A: Please use metal shingle roof per addendum 1.


Q32. Is the project tax exempt?

A: YES


Q33. Is “Buy America” required?

A: No


Q34. Code on Drawings shown as “2018 IBC.” Is this to be PAUCC 2021 or PA UCC2018?

A: PA UCC2018


Q35. The smaller bays (18, 13, 16-ft) are not the most economical for PEMB. Are they open to other bay spacings provided they do not interfere with openings?

A: Yes, alternates will be acceptable.


Q36. What is the estimated cost for this project?

A: No estimated cost for this project.


Q37. Can you provide a bidders list?

A: A list of entities that downloaded the bid package is included in addendum 2 as of the date of the addendum.


Q38. We would like to request access to the site prior to the scheduled walk-through to ensure we can conduct a thorough visit and prepare an accurate proposal for the GCs.

A: The date and time set in addendum 3 is the only available slot for a visit inside the Emergency Services Building. The time inside the building can be extended until 1:00PM as long as a request is made on the date of the visit at the start of the meeting. No additional times or dates will be available.


Q39: Page LD8 of the drawings shows the typical asphalt pavement sections however those contradict what was on page 10 of the Geotech report. The Geotech report shows standard traffic/heavy duty as well so I’m not sure which one they’d go with here. Can you advise which to quote?

A: Use typical sections from the construction plans.


Q40: We wanted to follow up on the bid results from last week.

A: Bids are due to the Beaver County Controller’s Office, Beaver County Courthouse, 810 Third Street, Beaver, PA 15009, until 4:30 PM prevailing time April 6, 2026.


Q41: I am inquiring about the Beaver Emergency Services Building Addition.
The bid day falls on the day after Easter and I know from past experience that a lot of the subcontractors take long weekends that week and will not submit a bid that day.
Is there any chance that the bid could get pushed back a day or two?

A: At this time, the bid due date will remain as advertised.


Q42: Panel “B” indicates the majority of receptacles to be on a GFI breaker other than circuits… 9,13,27, and 29.
Are those four circuits to be GFI?

A: circuits 27 and 29 shall be fed with GFCI branch circuit breakers. Circuits 9 and 13 do not need to be GFCI.


Q43: Is the EC to furnish and install (1) Porter Cable 3.7HP Air Compressor is shown on the EC drawing 10 of 19.
It is atypical for the EC to furnish.

A: Source of furnishing of items on the project is up to the prime contractor.


Q44: The project specifications include a Project Stabilization Agreement Letter of Assent, does this preclude all non-union contractors from performing work on this project, including the general contractor – is the project union only? The provided copy of the agreement referenced in the letter lists effective dates from January 24, 2019 through December 31, 2023. Has this agreement been extended beyond the dates stipulated? It also precludes the agreement from applying to any project that receives federal funding – can you confirm the owners, including the Bradys Run Sanitary Authority, and the project overall, receive no federal funding?

A: The project stabilization agreement expired in Dec 2023, but there was a provision that extends it until Dec 2026 so it is still in place. Non-union companies can bid but they have to offer some type of apprenticeship/training program along with medical and retirement benefits to their employees. . Also refer to page 69 of the bid package.


Q45: Panel A Indicates only 3 High Bay Lighting circuits while there are 4. Are we to utilize a spare circuit for the fourth? Is the EC to furnish and install the oversized fans? Is that in the GC scope of work?

A: While there are four (4) switching circuits, only three (3) branch circuits are required.

Q46: Regarding project schedule and timelines: Is there a preliminary project schedule? What is the anticipated start date? Is there a deadline for completion? Date of substantial completion? Final Completion, etc?

A: Once the bids are open, the commissioners have 60 days to award the contract. It is anticipated the agreement would be signed within 30 days and then the notice to proceed would be issued. The contractor has 180 days to complete the project.


Q47: Regarding connection of the new building with the existing, could you provide connection details for the truss and wall framing, as well as trim details for siding panels, etc?

A: Assume connection to 6” existing frame. Remove the existing siding as necessary. Scab in the outermost truss to the existing building’s framing. Install all exterior finishes and place flashing.


Q49: Could you provide a detail or description of the foundation where Building part ‘B’ meets the existing building/existing building foundation?

A: See Sheet 18.


Q50: Can a door schedule be provided?

A: Door layouts shown on page 2. Individual door information along with quantities on sheet 17.

Q51: Does the metal framing replacement of all wood wall and loft framing as mentioned in Addendum No. 1 include replacing the wood roof trusses for building B with metal?

A: No, the roof trussing does not need changed.


Q52: Is there a possibility this bid will be extended, there will be a lot of companies closed on good Friday and some the Monday after Easter the day the bid is due. We want to make sure we are getting the best numbers for the project and with the day it’s falling on I have companies responding they will not be able to provide a number at that time.

A: The bid due date will remain as advertised


Q53: Does the apprenticeship program, medical and pension programs belong to the union(s)? If so, would we have to sign a Collective Bargaining Agreement with the union(s) to participate in those programs? Is there any other reason due to us being nonunion, we would have to sign a CBA?

A: Non-union companies can bid but they have to offer some type of apprenticeship/training program along with medical and retirement benefits to their employees. . Also refer to page 69 of the bid package. Wages must be based on prevailing wage rates included in the bid package.


Q54: Is NETA testing required?

A: No.


Q55: I am still looking for clarification to question #53, would nonunion companies have to sign a collective bargaining agreement with the union to participate in those programs?

A: you do not have to sign with the union if you offer the benefits listed in the response to question 53.
